The Network Layer performs the actual packaging that allows the communications protocol to travel over the electrical connection of a network. At this level, the client and server machines merely see a series of pulses on a wire.
It's the job of this layer to convert those pulses of electricity into packaged information that can be understood by the Comm Layer. Such packaging can be for Ethernet, Token Ring, X.25, or any low-level network medium that physically connects the machines.
